Some factory, farm owners would get extra tax break under Walker plan

Madison — A mostly overlooked proposal in Gov. Scott Walker’s overall tax bill would cut income taxes for factory and farm owners by $128 million through June 2017, nonpartisan estimates show.
The highly technical provision in Walker’s $541 million tax cut bill is more than just an accounting footnote: It would have a substantial impact on the state’s budget and two major sectors of the state’s economy.
